About the drawing panel of the “Multi loto” lottery

In order to monitor the operations of the areal lottery “Multi Loto”, the Statutory Committee as the Lottery Operator shall establish a drawing panel to perform whilst the drawings, based on the Statute on the Drawing Panel. All drawings are performed in compliance with this Statute on the Drawing Panel and the conditions of the lottery wherein the Drawing Panel performs. The Statute on the Drawing Panel shall be approved by the Lottery Provider, i.e. the Statutory Committee of the lottery “Multi Loto”.

 

 

In regards to the drawing panel of the areal lottery "MULTI LOTO".

 

The present statute shall regulate the conditions for defining the mission, objectives, and procedures of the drawing panel whilst the drawings for the prize fund of the lottery drawing programs (hence referred to as the Lottery).

 

The lottery drawings shall be performed in strict compliance with the Lottery Conditions, established by the Lottery Provider for the purpose of extra-budgetary fundraising in order to sponsor the statutory goals, charitable and social projects.

 

 

1. Membership of the Drawing Panel

1.1. The Drawing Panel shall be formed for the period of the lottery drawings from among respected public figures, e.g. scientists, artists, celebrities, political and religious leaders, professors, doctors and other Russian citizens in the area of Arkhangelsk.

1.2. The Drawing Panel shall consist of 3 individuals, that is, 2 panel members and 1 secretary.

1.3. All three members of the Drawing Board shall be entitled to the decisive vote.

1.4. Membership in the Drawing Panel shall be extended to respected citizens, public representatives, scientists, artists, celebrities, political and religious leaders, charity activists, and municipal officials.

1.5. The members of the Drawing Panel with the decisive vote shall elect from among themselves the Chairman of the Panel who shall coordinate the current drawing.

1.6. Members of the Drawing Panel shall be elected for 1 (one) year term with rotation right in regards to the conducting of the lottery and dependant on personal factors.

 

 

2. Mission and Objectives of the Drawing Panel

2.1. The general mission of the Drawing Panel is to monitor regular drawings of the lottery and their compliance with the Lottery Rules.

2.2. Main objectives of the Drawing Panel shall be:

2.2.1. Supervising drawings of the winning numbers found by rotation of the lottery drum and acknowledging their validity for the purpose of establishing the winner.

2.2.2. Monitor defining and issuing the prize in compliance with the Lottery Conditions.

 

 

3. Procedures of the Drawing Panel

3.1. The Drawing Panel shall be formed and assembled only for the purpose of discrete drawings based on the calendar schedule of drawings.

3.2. The Drawing Panel shall produce the winning number table based on the results of the drawings.

3.3. After each drawing, the Drawing Panel shall document and verify the drawing table data against the lottery entrant list. The results of the verification shall be formalized into the Verification Report of the distributed lottery tickets against the winning number. The Verification Report shall be certified by all members of the Drawing Panel unless stipulated otherwise by the Lottery Conditions.

3.4. No unauthorized people shall be allowed to interfere into the activity of the Drawing Panel.

3.6. All official documentation and any materials pertaining to lottery drawings shall be included to individual drawing files which shall be stored by the Lottery Provider for at least three years.

 

 

4. General Statutes

4.1. Personal data of the lottery entrants shall not be accessible to the Drawing Panel and shall not be made public.

4.2. All official documentation and any materials pertaining to lottery drawing shall be included to individual drawing files which shall be stored  by the Lottery Operator for three years while the copies thereof shall be passed to the Lottery Provider and stored for three years.
